See the new task definition, xfma0069: support optional SAFETY ON/OFF setting, in connection with XFormDBF.
Querier and Reporter are another matter, because these are not form-based applications, and they don't own a private data session as XFormDBF does. Since Nancy has created wrappers for Querier and Reporter, her programs would be the logical place to establish your preferred application-specific environment settings, such as SAFETY, PATH, etc.
